[2.2.2] Deploy/config usage control functions

The data producer links usage control policies to the data product offering. The data producer is also responsible to deploy and configure the constraint functions, or external lookup functions (for instance: a geo-IP service to verify that a consumer is located in the EU) that implement the policies. N.B.: Usage control functions are not usage control policies!
